North Lanarkshire Council wish to appoint a supplier with a proven track record in supplying, installing, commissioning and training of a vehicle tracking system. This is a corporate solution that will be rolled across the whole Council fleet and should be fitted discreetly within the Council vehicles and plant. The service provider shall be required to provide a telematics based vehicle tracking system (V.T.S). The system must be capable of 24 hour 7 day web based access via a secure network which utilises Global System for Mobile Communications (G.S.M) / General Packet Radio Services (G.P.R.S) Technology and shall give the Council access to real time continuous monitoring of vehicles. The tracking system shall be capable of tracking the following types of vehicles and plant utilized by the Council:
2 000 kg to 3 500 kg vans;
5 000 kg to 7 500 kg light goods vehicles;
18 000 kg 26 000 kg and 32 000 kg RCV (Bin Lorry) and Demountable skip;
Mini buses;
4 500 kg compact sweepers;
The tele-matics unit shall incorporate an internal power cell to allow data transmission to continue whilst vehicle power source is interrupted.
