East Ayrshire Council has a current framework for outsourced printing services and propose to renew this framework with an expected start date of June 2017.

The Council currently has an in-house design team and print facility and therefore any framework orders would only be that surplus to in-house capability. The Council's current spend is in the region of 130 000-160 000 GBP per annum.

The Council intends to make changes to the framework to make it less cumbersome to both the Users and the Framework Suppliers and is interested in hearing from interested suppliers to help shape the new framework.

The current framework has 13 separate lots with 44 framework suppliers and it is proposed to reduce both the number of lots and the number of framework suppliers.

The proposed revised lots are as follows:

a) Leaflets, posters, flyers, booklets, brochures;

b) Display and Exhibition Panels, external banners, pop-up displays, promotional graphics;

c) Binders, Inserts and Folder Packs;

d) Vehicle and Window Graphics.

Currently, Council departments are responsible for conducting their own mini-tenders for individual requirements. This is a system generated e-mail with a detailed specification and any orders are processed through the PECOS purchase-to-pay system. It is intended that this system will remain unchanged.

Information that the Council is interested in is as follows:

1) What is your experience of providing a similar service to other Councils / large organisations?

2) Is there any best practice that could be adopted by EAC?

3) If you are a current framework supplier:

a) what works well with the current framework?

b) what could be improved and how could this be done?
