Over the course of the next 4 years, the Southside Housing Association intends to undertake the phased redevelopment of the existing deck access properties in St Andrews Drive, Glasgow through a process of demolishing the existing properties and constructing approximately 169 new build properties in three phases having an overall estimated construction value in the region of 20 000 000 GBP (2Q 2015 tender price levels). It is envisaged that the works will be procured over three phases varying in scale from 48-72 units.
The first phase will be the subject of a mini-competition between the contractors on the framework. Thereafter the Association reserves the right to award future phases on a negotiated basis (based on a competitive tender) or on further mini-competitions.
It is envisaged that each phase will be procured under a ‘traditional’ procurement route and that the demolition of the existing properties will be undertaken outwith the framework.
The employer reserves the right to make any tender process subject to a quality/price assessment and framework contractors may be required to submit tender stage method statements detailing, amongst other matters, staff resources that would be utilised and dedicated to the project; how the project would be administered and provide details of community benefit opportunities.

Precise information on deadline(s) for lodging appeals: Whilst there is no formal appeal procedure in terms of the Regulations, Southside Housing Association will incorporate a minimum of 10 calendar day standstill period at the point of information on the award of the contract is communicated to candidates. This period allows unsuccessful candidates to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from the address in Annex A part I of this Contract Notice.
