A9 Dualling: Luncarty to Pass of Birnam.
The A9 Dualling: Luncarty to Pass of Birnam project shall comprise the upgrading of approximately 9.5 km of the existing A9 single carriageway (between Luncarty and Birnam) to dual carriageway standard.
The proposed dual carriageway cross section is a Dual 2 Lane All Purpose (D2AP) Trunk Road as described in ‘TD27/05 Cross Sections and Headrooms’ within the UK Design Manual for Roads and Bridges.
Transport Scotland is now looking to procure a suitable contractor to undertake the design, construction, completion and maintenance associated with this upgrade.
Transport Scotland will conduct the proposed procurement process on behalf of the Scottish Ministers. In the event of a contract award, the contract will be entered into between the Scottish Ministers and the successful tenderer.
The A9 Dualling: Luncarty to Pass of Birnam will include the design, construction, completion and maintenance of a new dual carriageway between Luncarty and Pass of Birnam, just north of Perth, Scotland.
This shall include, but not be limited to, the widening of the existing A9 to dual carriageway, side roads, a full grade separated junction, 5 over-bridges, widen existing A9 under-bridge, 2 retaining walls, 2 structural culverts, earthworks, drainage inc. Sustainable Drainage Systems, road markings, signing, road restraint systems, accommodation works, service diversions, landscaping and environmental mitigation.
Following completion of the scheme, a 5 year period of maintenance for landscaping and defect rectification will apply. The successful tenderer will not be required to carry out cyclic maintenance, which shall be carried out by a third party appointed by the Scottish Ministers.

It is anticipated that an Industry Information Day will be held in early April 2017. Further details including the venue, date and time of the Industry Information Day will be provided when available on http://www.publiccontractsscotland.gov.uk/
The intention of the information day is to enable potential contractors to better understand the scope of the contract and the procurement process, such that a productive procurement competition can be achieved.
Transport Scotland will manage this process in an open and transparent manner to maximise the possible benefits. Participation or non-participation at any event such as this information day will not preclude suppliers or advantage/disadvantage any supplier's ability to participate in this procurement.
Transport Scotland and the Scottish Ministers shall have no liability for any costs however incurred by those attending the information day, attendance at subsequent meetings, or involvement in the procurement competition.
In the event of a contract award, the appointed contractor and the applicable subcontractors shall be required to enter into a Project Bank Account Trust Agreement. The Project Bank Account will be used by Transport Scotland to make payments.
