Bidders should be aware that attendance to the bidder day is mandatory. Should any tenders be received from bidders who have not attended they will be rejected and will not be evaluated.

Wherever possible all questions will be answered on the day. However should we be unable to provide an answer at that time we will broadcast answers in writing to these questions along with confirmation of all other questions and answers raised on the day via the message and answer facility on the PCS-T system.

Should suppliers have any further questions following the bidder day, they must submit them to FCS via the message and answer facility on the PCST system.

The following scoring system will be used for evaluating responses to each award criteria question:

0 Unacceptable Nil or inadequate response. Fails to demonstrate an ability to meet the requirement.

25 Poor Response is partially relevant and poor. The response addresses some elements of the requirement but contains insufficient/limited

detail or explanation to demonstrate how the requirement will be fulfilled.

50 Acceptable Response is relevant and acceptable. The response addresses a broad understanding of the requirement but may lack details

on how the requirement will be fulfilled in certain areas.

75 Good Response is relevant and good. The response is sufficiently detailed to demonstrate a good understanding and provides details on

how the requirements will be fulfilled.

Price will be evaluated using the ‘standard differential method’ for each sub-lot - each bidder receives 100 % of the available marks less the percentage by which their tender is more expensive than the lowest tender.

All pricing must be exclusive of VAT.

Any costs not included will be presumed to be waived.

The Contracting Authority does not intend to include a sub-contract clause in this contract.

The Contracting Authority has considered the possibility of lotting this contract, and o this occasion lotting is not fit for purpose. tender. This requirement is for one specific area within a district, which will compliment other existing contracts for separate areas within the district. The term of this contract has been designed to expire alongside several other existing contracts with the intention of tendering for multiple lots once they expire.
