The process we will apply will be:

Stage 1 - Pre-Qualification via the ESPD. The ESPD asks bidders general questions; when completing, bidders must have regard for the statements in this Notice that detail specific requirements.

Bidder's must pass the minimum standards sections of the ESPD (Scotland). Statements including the specific requirements for these questions can be found within Section III.1.1, III.1.2 and III.1.3 of the Contract Notice.

Sections A and B of Part IV of the EPSD will be scored on a pass/fail basis.

Section D of Part IV of the EPSD will be scored as per the scoring methodology detailed below. Please complete the scored ESPD Section 4C Technical and Professional ability. Statements for these scored questions can be found in Section III.1.3) of this Notice.

Section D of Part IV of the EPSD will be scored as per the scoring methodology detailed below. The requirements are described in the attachment named ‘4D1 Quality Assurances Schemes and Environmental Management Standards’.

Scoring Methodology:

0 - Unacceptable. Nil or inadequate response. Fails to demonstrate previous experience/ capacity/ capability relevant to this criterion.

25 - Poor. Response is partially relevant but generally poor. The response shows some elements of relevance to the criterion but contains insufficient/limited detail or explanation to demonstrate previous relevant experience/ capacity/capability.

50 - Acceptable. Response is relevant and acceptable. The response demonstrates broad previous experience, knowledge and skills/ capacity/ capability but may lack in some aspects of similarity e.g. previous experience, knowledge or skills may not be of a similar nature.

75 - Good. Response is relevant and good. The response is sufficiently detailed to demonstrate a good amount of experience, knowledge or skills/ capacity/ capability relevant to providing similar services to similar clients.

100 - Excellent. Response is completely relevant and excellent overall. The response is comprehensive, unambiguous and demonstrates thorough experience, knowledge or skills/ capacity/ capability relevant to providing similar services to similar clients.

Weighting

The responses to the questions of Section III.1.3 of the Contract Notice will be weighted the following way:

Question 4C.1.2: 30 %, 4C.6: 10 %, 4C.6.1: 20 %, 4C.8.1 10 % 4C.8.2: 10 %, and 4C.10: 10 % 4D.1: 10 %

We will take the 5 highest scoring bidders through and they will be invited to submit a tender.

Stage 2 - Invitation to Tender (ITT) and submission of shortlisted bidder tender returns.

These must be received no later than the date and time detailed within the Invitation to Tender (ITT) documentation. We will evaluate shortlisted tenderers' ITT submissions via a Quality/Cost evaluation. The quality and commercial scores will be combined to provide each supplier with an overall score.

List and brief description of selection criteria:

This section refers to section B of Part IV of the ESPD (Scotland) and covers questions 4B.1.1, 4B.2.1, 4B.3, 4B.4, 4B.5.1, 4B.5.2 and 4B.5.3 of the ESPD (Scotland).

4B.1.1 Bidders will be required to have a minimum ‘general’ yearly turnover of 240 000 GBP for the last 3 years.

4B.2.1 Bidders will be required to have a minimum yearly ‘specific’ turnover of 240 000 GBP for the last 3 years in the business area.

4B.3 Where turnover information is not available for the time period requested, the bidder will be required to state the date which they set-up or started trading.

4B.4 Ratios.

Bidders will be required to state the values for the following financial ratios from their most recent set of accounts:

Ratio 1 the Acid Test - (Current Assets-stock/Current Liabilities.) A company with an Acid Test Ration of less than 1 cannot currently pay back its current liabilities. To pass the Acid Test Ratio question the bidder must have a score of greater than 1.

Ratio 2 Return on Capital Employed % (Profit/Capital employed.) Return on capital employed or ROCE is used to prove the value the business gains from its assets and liabilities. To pass this test the bidder must score a positive figure/percentage.

4B.5.1, 4B.5.2, 4B.5.3 Insurance

It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurance indicated below:

Employers (Compulsory) Liability Insurance - minimum cover of 5 000 000 GBP.

Public Liability Insurance - minimum cover of 10 000 000 GBP.

4B.6.1 It is a requirement that the bidder is scored above ‘D’ on the Score Check Grade in their full report in Equifax.

III.1.3)Technical and professional ability
List and brief description of selection criteria:

4C.1.2 Bidders will be required to provide examples that demonstrate that they have the relevant experience to deliver the services as described in part II.2.4 of the OJEU Contract Notice.

4C.6 Bidders will be required to confirm that their firm has appropriate qualifications to undertake the task. The minimum standard will be full Membership of the Legionella Control Association (LCA), that they have signed up to the recommended code of conduct as laid down by the LCA and all work carried out in accordance with the Approved Code of Practice L8. All operatives engaged in water testing works must hold the minimum of City and Guilds Disinfection of water systems and City and Guilds Managing Legionella in Building Water Systems or equivalent qualification with evidence of all formal training qualifications and competency of all staff members, including any sub-contractors, to be supplied to the employer's office annually. Please provide relevant trade bodies and technical support available and the frequency they are called upon.

4C.6.1 Bidders will be required to confirm that their managerial staff has appropriate qualifications to undertake the task. Each managerial staff member must be qualified to carry out Legionella work in compliance with L8 Approved code of practice is required as a minimum.

4C.8.1 Bidders will be required to confirm their average annual manpower for the last 3 years

4C.8.2 Bidders will be required to confirm the number of managerial staff for the last 3 years.

4C.10 Bidders will be required to confirm whether they intend to subcontract, and if so, for what percentage proportion of the contract.
