II.2.4)Description of the procurement:

Framework Agreement for the carrying out Energy Assessment Surveys to Void and Occupied Falkirk Council Housing Properties and producing Energy Performance Certificates (EPCs) for these properties within the Falkirk Council Area, in accordance with current legislative requirements, including The Energy Performance of Buildings Directive (EPBD) and The Energy Performance of Buildings (Scotland) Regulations, and in accordance with the most current version of the Governments Standard Assessment Procedure (SAP) at the time of each individual survey. A fully comprehensive survey will be undertaken, incorporating the full area of the property, including all dedicated and communal loft spaces.

The current EPC format for Dwelling EPCs implemented from 1.10.2012 is to be used, unless superceded by an updated format over the lifetime of the framework.

An initial electronic copy and two further ‘physical’ copies of the fully completed and comprehensive EPCs in full colour produced by means of the IT packages of one of the Scottish Government EPC Approved Organisations

Each EPC must be specific to the property and must be registered on the Scottish Energy Performance Certificate Register.

The Reduced Data Standard Assessment Procedure (RdSAP) shall be utilised for assessing energy performance of existing dwellings.

The Service Provider must be registered with one of the EPC Approved Organisations which the Scottish Government Building Standards Division (BSD) has entered into protocols to deliver EPCs.

All Service Provider operatives and any sub-contractors who are actively responsible for conducting Surveys and collating the resultant data leading to the production of EPCs (EPC Assessors) must have their details recorded in the form of an ‘active’ listing on the Scottish EPC Register.

Service Provider operatives undertaking EPC Survey work on this contract are to have attended Asbestos Awareness Training.

Contract will not be divided into lots as it is not suitable due to the survey feeding into the provision of the Energy Performance Certificates.

Contract will run from 1.10.2017 to 30.9.2021.

List and brief description of conditions:

It is a requirement of this tender that if the bidder is UK based they must hold a valid registration with Companies House. Where the bidder is UK based but not registered at Companies House they must be able to verify to the Council's satisfaction that they are trading from the address provided in the tender and under the Company name given.

The Service Provider must be registered with one of the EPC Approved Organisations which the Scottish Government Building Standards Division (BSD) has entered into protocols to deliver EPCs. This registration will be with one of the Scottish Government EPC Approved Organisations for Existing Dwellings.

III.1.2)Economic and financial standing
List and brief description of selection criteria:

Bidders will be required to state the annual turnover of the bidding entity for the last 3 years (ESPD 4B.1.1).

Where turnover information is not available for the time period requested, the bidder will be required to state the date on which they were set up / started trading.

A Creditsafe credit scoring check will be ran on registered Company Name and Company Number provided by the bidder. Where the resulting Credit Rating Score is less than 30/100, the Bidder may be excluded from the tender process unless suitable financial information is provided that give satisfactory assurances to the Council regarding financial risk in appointing the bidder to the proposed Framework.

Public Contracts Regulations 2015 state that before awarding the contract, the contracting authority shall require the tenderer(s) to submit up to date supporting documents. This includes the insurance requirements stated in ESPD (4B.5):

Employer's (Compulsory) Liability Insurance = 5 000 000 GBP

Public Liability Insurance = 5 000 000 GBP

Professional Indemnity Insurance = 2 000 000 GBP

Product Liability Insurance = 2 000 000 GBP

Bidders who do not meet the criteria above may be excluded from further participation in this procurement exercise.

III.1.3)Technical and professional ability
List and brief description of selection criteria:

Technical and Professional Ability (ESPD 4C)

Technical Experience = 100 (2 examples worth 50 % of the available 100 % each)

Bidders will be required to provide 2 examples that demonstrate that they have the relevant experience to deliver the services/supplies as described in part II.2.4 of the OJEU Contract Notice or the relevant section of the Site Notice and in the attached ITT documentation (4C.1.2).

Quality Management

Bidder must hold a UKAS (or equivalent) accredited third party certificate of compliance in accordance with BE EN ISO 9001 OR be able to evidence 4D.1 (2a through to g) in Statements In Relation to ESPD (Scotland) Questions (attached).

Health and Safety Procedures

The bidder must hold a UKAS (or equivalent) accredited independent third party certificate of compliance in accordance with BS OHSAS 18001 (or equivalent) or have within the last 12 months successfully met the assessment requirements of a construction - related scheme in registered membership of the Safety Schemes in Procurement (SSIP) forum OR 4D.1. (4a through to k) in CHS17717 Appendix 3b ESPD (Scotland) Standard Statements v1 8.

Additional information

Community Benefits - There are community benefits within this contract. It is a requirement that the successful contractor (Contractor ranked No 1) following evaluation will be required to provide one Modern Apprenticeship (MA) within 4 months from award of the contract who is obtained from a source agreed by the Council. The MA placement can be across a range of disciplines to be determined by the successful contractor.

All contractors on the Framework who's cumulative level of spend is greater than 50 000 GBP will be required to provide at least 1 training and/or work experience opportunity per Annum. The contractor will be required to meet with Falkirk Council's Employment and Training Unit to discuss implementation prior to contract start.
