II.2.4)Description of the procurement:

Thenue Housing is inviting expressions of interest from suitably qualified and experienced contractors to enter into a contract to deliver a programme of response repairs, void works and electrical testing and associated remedial works. The contract will be a TPC2005 (as amended) for a period of 10 years subject to achievement of prescribed performance targets by the Service Provider. The total anticipated value of the Contract excluding Value Added Tax is circa 11 000 000 GBP over the 10-year term.

This procurement is being run under the Procurement Scotland Regulations. For further information please refer in particular to: Regulations 58 and 59 of The Public Contracts (Scotland) Regulations 2015, and Regulation 78 of the Utilities Contracts (Scotland) Regulations 2016.

The Principle objective of this tender is to appoint a single Contractor to provide the following services to Thenue Housing.

Responsive repairs during normal working hours.

Responsive emergency repairs for out of hours periods.

Works to voids properties to meet Thenue Housing Void / relet standard.

Periodic electric testing and remedial repairs working with Thenue to ensure electrical compliance at all times.

An interfaced ICT solution that interfaces with Thenue ICT systems to ensure maximum service efficiency and effectiveness with access to timely and accurate data at all times.

A contractor that will deliver high levels of customer satisfaction, robust management of complaints and provide mechanisms for customer engagement and customer insight analysis that result in service improvements and Delivery of community benefits.

Objective criteria for choosing the limited number of candidates:

6 Candidates will be invited to submit detailed solutions although the Contracting Authority reserves the right to increase the number of Candidates invited by 1 or 2 if the scores are closely placed at the cut off point at ESPD evaluation stage. Following evaluation of ISDS 3 candidates will be invited to dialogue.

With reference to ESPD question 4C.1; Bidders will be required to provide examples of works carried out in the past five years that

demonstrate that they have the relevant experience to deliver the work as described in part II.2.4 of the OJEU Contract Notice or the

relevant section of the Site Notice.

Bidders should provide 3 examples in the table provided. In addition a response of up to 10 A4 sides in total using Arial font size 12

detailing the bidders experience of delivering the services as set out in II.2.4 is required.

Each examples of works carried out in the past five years that demonstrate that they have the relevant experience to deliver the work as

described in part II.2.4 of the OJEU Contract Notice or the relevant section of the Site Notice will be given a score below.

5 Excellent - Demonstrates clearly and convincingly the Supplier's technical and professional experience of delivering the Services to an

excellent standard

4 Good - The answer provides good evidence of the Supplier's technical and professional experience of delivering the Services to a good

standard

3 Satisfactory - The answer provides satisfactory evidence of the Supplier's technical and professional experience of delivering the

Services to a reasonable standard

2 Weak - The answer provides limited evidence of the Supplier's technical and professional experience of delivering the Services and that

experience is of a poor standard

1 Very weak - Answer given is very weak or the answer provides no evidence of the Supplier's technical and professional experience of

delivering the Services

The 3 examples will each have a weighting of 10 %. Evaluation method:

Example 1 scores a 3, example 2 scores a 4 and example 3 scores a 5.

Score - Example 1 - 3/5*10 = 6 % Example 2 4/5*10 = 8 % Example 3 5/5*10 = 10 %

The additional response of up to 10 A4 sides in total using Arial font size 12 detailing the bidders experience of delivering the services as

set out in II.2.4 will be evaluated using the same 0-5 scoring above and will attract 70 % of the score.

4C.6 Bidders will be required to confirm that they and/or the service provider have the following relevant educational and professional

qualifications - The Tenderer is a member of:

SELECT (Scotland's Electrical Trade Association)

and/or

NICEIC (National Inspection Council for Electrical Installation Contracting)

The Bidders response to question 4C.6 will be scored as follows:

Pass = Tenderer is a member of SELECT (Scotland's Electrical Trade Association) and/or the NICEIC (National Inspection Council for

Electrical Installation Contracting).

Fail = Tenderer is not a member of Scotland's Electrical Trade Association (SELECT) and/or the National Inspection Council for Electrical

4C.10 Bidders will be required to confirm whether they intend to subcontract and, if so, for what proportion of the contract.

The ratio will be calculated as follows.

Acid test - (Current Assets - stock)/Current Liabilities. To pass the Acid test ratio the bidder must have a score greater than 1

ROCE - Profit/capital employed. To pass this ratio bidders are required to score a positive figure/percentage.

Current Ratio - Current Assets / Liabilities. To pass this ration bidders are required to achieve a score greater than 1.

Thenue HA will consider a Pass in any two of the three ratios as an overall Pass for this part of the assessment.
