East Lothian Council (ELC) is planning to lead a procurement for a new Human Resource and Payroll solution with an option for Midlothian (MLC) to opt in after their current contract expires.

The employee numbers of ELC and MLC are c5,000 and c4,600 respectively with both Authorities running payroll for a small number of linked organisations.

The purpose of this notice is to engage with the marketplace to carry out a soft-market testing exercise. The solutions identified must be innovative and add value to the objectives of any transformation programme with the following high level requirements being key areas that any solution will need to deliver as a minimum.

Time and attendance recording;

Sickness absence recording and monitoring;

Expense claims;

Overtime requests;

Multiple payroll runs;

Online pay slips;

Training requests and records; and

Access to personal profiles remotely.

Interested suppliers should provide a summary of their recommendation to meet the requirements above.
