Award of a contract without prior publication of a call for competition in the Official Journal of the European Union in the cases listed below
  • The procurement falls outside the scope of application of the directive

CCS Framework RM1042 covers this requirement. The incumbent supplier NorthgateArinso UK Limited is on this framework. The Comhairle contacted all framework suppliers to gauge interest in providing services from 1 July 2017 and at least 1 supplier other than the incumbent supplier expressed an interest. Therefore on 10 April 2017 the Comhairle issued a further competition through Lot 3 of RM1042 to all framework suppliers. No responses were received which was unforeseeable by the Comhairle. The contract with the current supplier ends on 30 June 2017 and therefore it is extremely urgent that the Comhairle enter into a contract before that date to ensure continuity of service. The incumbent supplier is prepared to offer a contract starting on 1 July 2017 but only for a period of 5 years. It is necessary for the Comhairle to accept their offer for reasons of extreme urgency.
