West Dunbartonshire Council (WDC) is seeking a developer to undertake the redevelopment of a site that forms part of Alexandria Town Centre. The site forms part of the Mitchell Way shopping parade and extends to 2.82 hectares (6.97 acres) or thereby. WDC anticipates that the redevelopment could include a new foodstore, additional commercial (retail/office etc) units and new residential accommodation.
The site is located between two principal roads in Alexandria (Main Street and Bank Street) and has the capacity for additional car parking to be formed with good access links, however road improvements will be required within the town centre as part of the project.
The West Dunbartonshire Local Plan was adopted in March 2010. It identifies the Mitchell Way site as within Alexandria Town Centre. Policy RET1 identifies town centres as the preferred location for new retail, commercial leisure, cultural and public service developments. Policy RET2 sets out criteria for the assessment of retail developments within town centres. Policy GD2 identifies land at Bank Street Alexandria (GD2 (19)) as a redevelopment opportunity for retail, residential and commercial uses. The Main Issues Report, March 2012, for the new Local Development Plan sets out a preferred option for Alexandria Town Centre which identifies the land to the south of Mitchell Way as a ‘Redevelopment and Foodstore Opportunity' and land to the north for ‘Refurbishment'. The GD2(19) site is identified in the Main Issues Report as a ‘Retail Opportunity'. The Council has the following requirements for this site:
In undertaking this process WDC seeks to obtain a premium (capital receipt equivalent) for a 125 year lease with peppercorn rent of GBP1 (one pound) per annum and option to purchase after practical completion of development.
WDC requires the delivery of the following outcomes as a result of the development;
-a food store to attract and increase visits to the town centre and reverse expenditure leakage from Alexandria. The Council is seeking to deliver a foodstore within the region of 35,000 sq ft gross external floorspace;
- residential properties;
- substantial road improvement works as part of the formation of the development site. There will be an obligation on the selected developer to carry out and fund these works as part of the initial phases of the overall development;
- an integrated development which will complement WDC's retained property assets on Mitchell Way. WDC has committed substantial funds towards the refurbishment of Mitchell Way/Main Street for 2013/14.
- ancillary commercial floorspace;
- the demolition of all properties within the development boundary;
- an improved public realm and retail experience.
