Scottish Enterprise is seeking to procure the services of a competent quayside operator to take on the responsibility for the day to day management and use of the quaysides and vacant land at the Energy Park Fife.

This Periodic Indicative Notice (PIN) is not a call for competition, nor an invitation for formal expressions of interest. Scottish Enterprise is issuing this PIN for the purposes of testing the market and gaining an insight into the likely level of interest, feasibility of requirements and what business models would be attractive to the market.

Scottish Enterprise invites interested organisations with appropriate experience to outline their views on the questions set out in the attached questionnaire which is available to download from Public Contracts Scotland - www.publiccontractsscotland.gov.uk. Neither Scottish Enterprise nor responding organisations shall be bound by the content of responses to the questionnaire. Scottish Enterprise does not guarantee that there will be a future procurement for the services of a quayside manager.

Please complete and submit the attached market testing questionnaire by email to by 12 Noon on Wednesday, 25 September 2013.

Please note that Scottish Enterprise may wish to enter into discussions with organisations who submit a completed questionnaire for the purposes of further understanding what would be attractive to the market. Should Scottish Enterprise consider this to be desirable, all organisations who have submitted a completed questionnaire by the stated deadline will be offered an opportunity to discuss their responses with Scottish Enterprise.
The value of any future contract will be dependent on the business operating model selected in any procurement process undertaken, details of the port are included in the PIN Brief which is available from PCS.
