Institute of Neurological Sciences VEAT Notice Statement of Support
Ward 66/66A and Ward 62 Refurbishment.
The Frameworks Scotland 1 Primary Supply Chain Partner, BAM Construction, are being appointed to refurbish two Wards within the operational Neurosurgery Building at the Southern General Hospital. The grounds of this appointment is being made on the following points:
1. Project Timescales.
2. Ongoing Works within the Building being undertaken by BAM.
3. Site Congestion.
4. Existing Project Works.
The main New South Glasgow Hospital is planned to become operational for patient care in May 2015. In order for the Bed Model for both the Adult Hospital and Neurosurgery to work these two ward refurbishments need to be completed before June 2015. Should these works be procured through open tender process the timescales for the delivery of this will not be met. This would be caused by the time period to develop the High Level Information Pack, the appointment of the PSCP and the extended period to develop the design and execute the works.
Ongoing Works within the Building:
The Contractor BAM is currently working within the Neurosurgery building on several levels delivering the Clinical Research Facility (CRF) on behalf of the University of Glasgow. The PSCP has developed an understanding of the building operation and has built a very good working relationship with the building users and the NHS GG&C delivery team The introduction of another contractor within the building will significantly increase risk to patient care within a very sensitive environment
Site Congestion:
The South Glasgow Hospital site is undergoing considerable development within the site boundaries, at present there are works ongoing for the new Adult and Children's hospitals, the Teaching and Learning Facility (TLF) and the New Administration Office Block (NAOB). The servicing of the onsite CRF works is being delivered from the BAM site set up associated with the TLF and NAOB projects. At present there are no suitable areas within close proximity to accommodate the provision of site accommodation for another contractor without potential disruption to the ongoing operation of the hospital.
Existing Project Works:
As noted previously, BAM are carrying out works within the CRF, the scope of works for this area is very similar, consisting of single and 4 bedded rooms, examination / consulting rooms, reception, waiting spaces and associated service rooms. The specification level used on these works will be replicated for the Ward 66 and 62 works. The project cost sum for the works will be benchmarked against rates previously used for the CRF leading to earlier agreement of the Target Price for each.
