The SQA is currently planning and implementing a transformation as regards its ICT systems, and more widely its strategic direction as regards its digital agenda.
The ‘e-marking’ solution is crucial to the future portfolio of SQA's digital activities. The SQA's current contract for e-marking expires in 2016 - which is a date not in alignment with the wider re-tendering exercises and other changes to support the transformational change, which the SQA has planned for 2017/18.
As such, the SQA is intending to extend the duration of its current 6 year e-marking contract by 1 year plus a potential further extension of 12 months. In context the SQA considers this to be a variation to an existing contract which is not material having regard to case law, and so (to the extent treated as a new contract) is out with the scope of the Directives.
